FOLLOWING TERMS ARE DECLARED FROM BTRC
Recommendations for Action Points

a. Next Generation Networks (NGN)

Creation of a collaborative forum for deliberation on emerging technologies and developments through participation by Govt., ministries, commission (BTRC), Operators & Service Providers, Consumers and other stakeholders as per Section 33 Subsection 1 Clause (h) of Bangladesh Telecommunication Act, 2001 on priority basis.
Deregulation of all types of communication between IP devices immediately.
Study & analysis of different International standards/ protocols/open interface for the purpose of inter-operability between IP Networks and Legacy networks
Further necessary steps to be taken to deregulate any device to any device communication using IP.
Utilization/exploitation of NGN technology to solve interconnection problems on top priority.
Need to have a national NGN policy that defines the various services and applications and also emphasizes on the capacity building in NGN field through training and awareness building.

b. Broadband

Creation of a national broadband policy to define broadband and its applications, objectives, targets and capacity building through training, including encouragement of development of local content on top priority.
Government to facilitate the creation of a common national information highway/infrastructure through public? private, (public sector/private sector) partnership.
Incumbent resources are to be unbundled for the service providers to facilitate faster proliferation of broadband.
Consideration of permitting resale of telecoms services to make broadband affordable.
Allocation of spectrum resources to broadband services on priority basis.
Unused and/or under utilized spectrum to be re-farmed for broadband services in addition to identification of extra frequency bands for these services.
Existing allocation of spectrum to be made available in public domain.

c. Next Generation Internet (IPv6)

Government to consider mandating IPV6 compliance in all future procurement of IP based products.
Need for awareness building, including training for industry, in the technology of IPV6.
Formulation of a IPV6 forum for Bangladesh by the ICT industry with ISP association taking a lead and initiating the process.
Need for creation of Bangladesh National Internet Registry (BNIR), an Autonomous, Not-for- profit and Industry- participative body, for better and efficient management of IP addresses in the country.
Involvement of Academic/R&D institutions for setting up of test beds/projects for IPV6 trials in the country.
